Purpose of the Job
The Knowledge Management Specialist will be responsible for the collection, compilation, consolidation and dissemination of evidence promising practices and lessons emerging from on-going research and program activity. The Knowledge Specialist will provide advice and support for the intervention mapping activities - including GIS mapping activities, synthesize findings, according to thematic areas and disseminate the information.
Major Tasks to be accomplished
Knowledge Management
- Oversee an information repository at the Collaborative Centre Of Research and Development (CCORE).
- Facilitates, monitors, and maintains the use and improvement of common knowledge management processes and approaches across the organization.
- Support the design, implementation and enhancement of core knowledge approaches used to support critical knowledge flow within and across the business and knowledge domain.
- Monitor the effectiveness, maintenance, and use of the IT tools and systems as they apply to Knowledge Management, and implement improvements.
Research and Evaluation planning
- Analyze and evaluate data when appropriate to ensure achievement of objectives of programmes and recommend corrective action, when necessary.
- Provide technical advice to programme staff, government officials and other counterparts on planning and management of integrated monitoring and evaluation.
- Deliver reports on progress and innovation, synthesized according to thematic areas and in relation to national coordination efforts.
- Collect and make available relevant outputs of programmes, including tools, training materials, reports, data collection, baselines and/ or link to these as appropriate.
Evaluation technical Building
- Provide technical assistance to the development of surveys and operational research.
- Where necessary assist in capacity building and or/ or carrying out data analysis and report generation.
- Provide technical expertise in the development and management of information including data management, cleaning and information generation.
- Technically support programme partners to formulate terms of reference and evaluation designs of high quality in compliance with the organisation's programme evaluation policies and guidelines.
Evaluation Capacity Building
- Assist in the development and capacity building of evaluation systems within the Centre and with partners. Promote the awareness and understanding of the shared responsibility of Research & Evaluation (R&E) function among all staff members through communication, training, learning and development activities organization-wide.
- In close collaboration with partners, ensure that a R&E capacity building strategy for CCORE national partners and institutions exists. Pay particular attention so that the capacity needs of national partners such as professional evaluation associations will be strengthened by involvement in evaluation processes and possibly through specific capacity building initiatives.
GIS Mapping, Updates and Inter-Programme Coordination
- Develop closely with sections and stakeholders new data collection tools for emerging information needs of geo-referential assessment or mapping.
- Perform the data base management in both Excel, Atlas GIS and Arc View format that will be used for supply delivery and regular update of basic services facilities.
- Ensure regular updated mapping to feed into wider situation monitoring of the conditions of affected populations (for example cholera affected or storm damaged schools) or situation of key interventions. This will be implemented in coordination with UNICEF Chief of Sections, Counterparts and NGOs.
Qualifications and Competencies
- Advanced university degree in social sciences, statistics, planning development, planning.
- Professional work experience in programme development and implementation including, knowledge management, monitoring and evaluation activities.
- At least 5 years relevant work experience in field.
- Demonstrable proficiency in computer application packages.
- Good communication and organizational skills.
- Ability to work in a multicultural environment.
