Executive Director: Institute of Water and Sanitation Development (IWSD)

The Institute of Water and Sanitation Development is a not-for-profit, non-governmental organisation registered in Zimbabwe under the Private Voluntary Organisations (PVO) Act and also with the Ministry of Higher Education and Tertiary Services as a tertiary centre.
The IWSD has four main objectives
- To build capacity of water and sanitation sector personnel and institutions through training and educational programmes
- To act as an information centre and endeavour to provide state-of-the-art information on request
- To provide technical and advisory support services to sector agencies and development institutions
- To develop and implement a strong applied research programme to support decision-making and policy formulation in the sector.
Job Purpose
To lead, plan, and monitor IWSD's programmes in line with agreed strategy. The scope of the post follows into the following broad categories:
- Program overview and development
- Leading and managing departmental teams
- Financial and funding accountability
- Human resources management and administration
- Representation
Job Scope
Reporting to the IWSD Management Board Chair, the Executive Director will be responsible for:
- Managing IWSD's country, regional and international programs and commitments
- Managing line managers and staff across several disciplines with multiple partners and programmes
- Supporting innovation through building strategic alliances and encouraging staff creativity
- Overall financial planning and execution
- Acting as the prime spokesperson for the IWSD
Key Responsibilities
- To coordinate the implementation of IWSD programmes in accordance with approved budgets and contracts with the funding agencies, as well as with the decisions made by the IWSD Management Board
- Ensure programmes are appraised, monitored and evaluated according to funding agency contracts and IWSD strategic priorities
- In collaboration with program staff, lead strategy development, and development of new proposals
- Ensure that all programmes are implemented to the highest standard and accuracy, building IWSD's reputation as a leading NGO in the field of water and sanitation development and management
- Supervise the effective operation of systems for all aspects of program administration and management
- To prepare and submit period reports and work plans to the IWSD management board and to funding agencies
- As secretary of the IWSD Management Board, to prepare and minute its meetings, implement its decisions and report to it. In addition, to prepare and minute the IWSD Annual General Meeting
- To facilitate the effective operation of the IWSD programs and to facilitate the raising of additional funds for IWSD
- To see to it that the IWSD training courses are implemented effectively, and deliver lectures when necessary.
Financial Accountability
- Lead the planning, management, and review of program budgets in line with IWSD financial policies and guidelines, and in accordance with funding agency requirements
- Ensure that donor funds are used in the most effective and prudent way
- Ensure accurate and timely financial reporting
Human Resources management and administration
- Lead and supervise departmental teams to ensure effective, efficient and high quality delivery, stimulating a culture of high performance and excellence
- Monitor the achievement of individual and team targets
- To be responsible for regular performance evaluation of staff
- Manage staff according to IWSD policies and standards
- Lead, manage and support direct reports, including setting objectives, providing mentorship, and ensuring that team members have individual development plans
- Ensure effective and appropriate systems for team/individual learning and development
Representation
- To regularly and intensively liaise with institutions and organizations involved with IWSD, both regionally and globally, and to play an active role in promoting IWSD activities and in administering IWSD membership.
- To maintain a good working relationship with cooperating partners and other partners of IWSD.
- Monitor and ensure that IWSD takes advantage, where opportunities arise, for funding.
- Maximise opportunities for collaboration and integration with like-minded institutions.
- Increase awareness about the work of IWSD in Zimbabwe and internationally
Qualifications
Minimum of postgraduate degree in development studies, social sciences, water and sanitation, international development, environmental science, or related fields
Experience
- At least ten years work experience in the field of Water, Sanitation and Hygiene (WASH)
- Regional and international exposure.
Knowledge and skills
- Demonstrable affinity with applied research, capacity development, knowledge management.
- A fair knowledge of IWSD, its objectives, history and major functions will be an added advantage.
- Knowledge and experience of networking with organisations involved in the water sector.
- Sound knowledge of international development issues.
- Experience with Programme Management.
- Excellent communication skills.
- Fluency in English
The position will be based in Harare, Zimbabwe. The appointment will be for three years, renewable, subject to satisfactory performance. The remuneration is negotiable and competitive by international and regional standards.
