The National Association of Youth Organisations (NAYO) is an umbrella body of youth organisations working in Zimbabwe. NAYO came together because each member believes that youth have an integral role to play in the development of the nation. By coming together, more can be achieved through shared resources and youth will have a stronger voice through the spectrum of Zimbabwean societal concerns. NAYO places immense value in diversity of people and ideas in order to achieve the highest possible standards.

1) Programmes Coordinator (PC)

Job Purpose
To lead, plan, and monitor NAYO's programmes in line with agreed strategy. The Programmes Coordinator will report and work closely with the management. The scope of the post follows into the following broad categories:

Programs development
-    To act as focal person for the Civil Peace and Service (CPS) project in Zimbabwe
-    Responsible for program design and proposal development, program implementation and reporting and grant management
-    Supporting program innovation through building strategic alliances and encouraging staff creativity
-    To coordinate the implementation of NAYO's programmes in accordance with approved programs, budgets and contracts with the funding agencies, as well as with the decisions made by NAYO Management
-    In collaboration with program staff, lead strategy development, and development of new proposals
-    To prepare and submit period reports and work plans to the NAYO management and to funding agencies as required
-    Assist in the development of and training of staff on use of tools needed in the processes, procedures, and standards for program design and proposal development
-    To respond to information needs of project management, implementing partners, primary stakeholders and donors

Membership development
-    To regularly and intensively liaise with cluster chairpersons and organizations involved with NAYO, both regionally and globally, and to play an active role in promoting NAYO's clusterprograms
-    To carry out training and capacity assessments for a diverse group of clients and individuals in order to develop effective and relevant training or mentorship programmes and projects for NAYO clusters
-    Act as technical liaison person for the association

Human resources management and administration
-    Lead and supervise secretariat to ensure effective, efficient and high quality delivery, stimulating a culture of high performance and excellence
-    To be responsible for regular performance evaluation of staff and managing staff according to NAYO policies and standards
-    Lead, manage and support direct reports, including setting objectives, providing mentorship, and ensuring that team members have individual development plans

Fundraising
-    Main responsible person for generating funding from international and bilateral agencies, corporations and individuals to continue and expand programs and activities in Zimbabwe
-    Lead fundraising planning and implementation including: identification of resource requirements, research of funding sources, establishment of strategies to approach funders, submission of proposals and administration of fundraising records and documentation

Coordination and communication
-    Establishing and maintaining relationships with key stakeholders and government authorities to enhance collaboration and networks
-    Facilitate the mobilization and coordination of NAYO membership and program activities at country level for timely interventions and enhanced policy influence
-    Working in collaboration with the Management to define the objectives, strategies and content of the information and communications strategy
-    Design and oversee the implementation of a regional and international information and communications campaign

Required Qualifications and Experience
-    In possession of at least an honours Degree, but preferably a Master's Degree in Development Studies, Social Sciences, International Development, Project Management or related fields.
-    Minimum of 3-5 years of general work experience preferably in areas of community development, youth development, monitoring and evaluation or related field.
-    Minimum of 3 years' experience in peace building and reconciliation.
-    Experience in facilitation methodologies and running trainings.
-    A strong team player with assertive leadership skills.
-    Strong communication and report writing skills.
-    Valid clean Class 4 Zimbabwean Driver's licence will be an added advantage.
-    Applicant should be a youthful person, below the age of 35 years

2) Programs Officer

Reporting to the Programmes Coordinator the Programs Officer will undertake the following duties with limited supervision:

Job Responsibilities/Key Functions

Monitoring and Evaluation
-    Assist in the compilation, collating of data and information required for programme planning, monitoring and evaluation and reporting from membership
-    Participate in programme-related research studies and assessments including in data collection and analysis
-    Assist in the documentation, packaging and dissemination of lessons learned
-    To assist the clusters in the development (and maintenance) of a sound M&E system including implementing procedures for the timely collection, compilation and analysis of programme data
-    To assist the clusters in preparing regular programme related documents/reports
-    To assist the Programmes Coordinator in routine data collection from membership in various operational areas for monitoring and evaluation purposes.

Programming
-    To act as focal person for mainstreaming areas under the Civil Peace Service (CPS) project - Gender and HIV and AIDS
-    Participate in the development of future program interventions and contribute to donor concepts and proposals, including budgets, when required
-    Participation in relevant technical working groups and community committees
-    Produce monthly progress reports that are submitted to the Programmes Coordinator
-    Fundraising for activities in portfolio through responding to call for proposals and working in line with the organization's fundraising strategy
-    Undertake research that will inform intervention strategies in the area of youth development and create a portfolio of research projects, surveys and policy analysis and advocacy strategies on national discourse which contribute to knowledge and the understanding of the importance of youth participation in development
-    Contributing to and writing reports, briefing papers and articles to inform the relevant stakeholders on issues  impacting on the area of work covered by the programs
-    Performs any other duties to ensure the efficient functioning of NAYO as may be reasonably required by the Programs Coordinator.

Qualifications and skills needed
-    Relevant university degree in social studies, development, project management and any related fields.
-    Technical Skills: Proven ability to perform a broad range of technical and support tasks related to programme management, monitoring and evaluation.
-    Writing, networking and facilitation skills.
-    Demonstrated experience of mainstreaming HIV and AIDS and Gender.
-    At least 3 years of relevant professional experience, preferably in the NGO sector.
-    Fluency in English, as well as Shona and /or Ndebele.
-    Have good computer skills in MS Word, Excel, PowerPoint and any other database applications

3) Grants Manager

This is an exciting opportunity for a Grants Manager to manage the financial accounting, systems and controls for NAYO with additional administrative functions.  To be successful in this role you will need to be a qualified accountant with strong experience of developing and reviewing financial procedures.  You will have a proven track record of producing and interpreting management accounts and have highly developed IT skills in both spreadsheets and computerised accounting systems. You will have superb communication skills and the ability to communicate with tact and diplomacy at all levels.

Administration
-    Establish and maintain procedures, guidelines and work instructions concerning administration within the organization with the approval of management
-    Responsible for all office renovations, maintenance and repair of equipment, general cleanliness of complex and ensuring security of premises
-    Procure administrative goods, stationery and equip in liaison with the procurement section and ensure adequate office supplies for smooth program delivery at all times
-    Supervision and management of contractual arrangements with suppliers of goods and services, to ensure that the terms and conditions of all contracts are being adhered to by the suppliers of goods and services
-    Keep management abreast of potential problem areas, and identify and recommend solutions.        

Finance
-    Lead the planning, management, and review of program budgets in line with NAYO's financial policies and guidelines, and in accordance with funding agency requirements
-    Contribute to the development and implementation of the organisation's financial policy and internal financial control mechanism
-    Carrying out general accounting tasks
-    Checking and consolidating data, preparing monthly, quarterly and annual budgets and administrative reports and monitor progress and exhaustion on monthly basis
-    Be responsible for the organisation's payroll
-    Controlling budgets as per donor specifications
-    Be responsible for the office and vehicle insurances
-    Develop and manage the asset register
-    Managing petty cash
-    Processing payments and disbursements
-    Ensure that adequate supporting documentation is obtained after payment is processed and follow up and assess acquittals from staff and partners on outstanding supporting documentation submitted and follow-up and review of partner acquittals.

Qualifications and Competencies
-    University degree in Public Administration, Accounting, Business Administration or other related disciplines
-    Degree/Diploma in Accounting/Professional courses such as CIS,ACCA,CIMA
-    At least 3 years' experience and knowledge of donor - funded projects funds management
-    Two years of practical professional work experience in the field of general office administration
-    Strong work ethic coupled with enthusiastic and passionate approach to work with an ability to multi-task and to work with limited supervision
-    High degree of professionalism and integrity and ability to demonstrate good judgment, discretion and confidentiality at all times

These positions will be based in Harare, Zimbabwe. The appointment will be on a contract basis, renewable, subject to satisfactory performance. Remuneration will be in accordance with experience and qualifications. Women and youths are strongly encouraged to apply.
