Human Resources Manager/Executive Assistant: Urgent Action Fund - Africa

The Urgent Action Fund-Africa (UAF-Africa), based in Nairobi, Kenya seeks a Human Resources Manager/Executive Assistant who will translate UAF-Africa’s 2011-2015 strategic plans into effective development initiatives and results. Guided by feminist principles and values, UAF-Africa advocates for women’s equality, not only as a matter of human rights, but also as a fundamental prerequisite for social justice, global security, and sustainable peace. UAF-Africa supports women activists in Africa through Rapid Response Grant making in three contexts: defense of rights in conflict and post conflict situations, escalating socio-political violence or repression; potentially precedent setting legal actions; and protection of women’s human rights defenders. UAF-Africa also implements alliance building and advocacy initiatives in collaboration with other human rights organisations including ground-breaking initiatives, research and publications - to deepen understanding on gender dimensions and implications of particular conflicts and marginalised sexual rights; provide women with tools needed for strategic engagements and policy advocacy and to encourage knowledge and information sharing in critical areas affecting women’s rights.

The Human Resources Manager/Executive Assistant is a dynamic leader who is an exceptional, self-driven, team player with a unique hybrid of people and office management qualities. Supported by a values oriented team, s/he has experience at middle management level, knowledge of and commitment to feminist principles and values and women’s human rights issues, and a sophisticated ability to managing a growing virtual team, working across Africa.

S/he will have extensive knowledge of modern human resources management frameworks and can easily and fully grasp multiple national labour laws and regulations for the advancement of UAF-Africa’s regional growth. S/he has experience in liaising with diverse and high level partners from varying cultural backgrounds. S/he has respect for minority diversity and employs a collaborative working style. S/he must be willing to undertake some regional travel. The selected candidate will report to the Executive Director/CEO. The position will be based in Harare, Zimbabwe. Zimbabwean nationals are encouraged to apply.

Management Responsibility
-    To facilitate change and organizational effectiveness, as well as developing, reviewing and implementing HR policies and procedures, for the effective sourcing, recruiting, developing, rewarding and retaining of talent, to meet the needs of the organization which operates virtually across Africa.
-    To provide high level ethical and professional support to the office of the Executive Director/CEO.
-    Maintain awareness and knowledge of contemporary HR development theory and methods and provide suitable interpretation to management and staff.

Description of Duties
-    Be the key internal point person for employee labour relations, internal consultant on all HR related matters and personnel.
-    Oversee performance management across the organization.
-    Work with all staff to identify training needs and develop individual career paths.
-    Work with all employees to integrate organizational values into the performance of duties and tasks on a daily basis and participate in in-house working groups designed to uphold the values and foster healthy inter-office communication.
-   Organise the logistics of UAF-Africa convenings and internal meetings.
-    Maintain minutes of UAF-Africa’s internal and external meetings.
-    Manage travel arrangements for all staff and board.
-    Provide backstopping support to all programmes in terms of HR management.
-    Occasionally provide strategic support to Programmes Manager and Business Manager with direction from ED.
-    Manage Executive Director/CEO’s affairs with delegated responsibility.
-    Liaison with external statutory bodies on matters pertaining to Human Resources.
-    Work with legal & HR consultants to update HR manuals as and when the employment law is changed.

Professional Qualifications
-    First degree in HR management, Social Sciences or any business related subject
-    Diploma in HR Management
-    Membership of a professional HR body

Relevant Experience
-    Minimum of 5 years’ experience in an (I) NGO or in the corporate sector at middle to senior management level.
-    Commitment to adhering to organisational feminist principles and values.
-    Sound understanding of human resources management and organisational development.
-    General management knowledge.
-    Politically, religiously and culturally savvy.
-    Knowledgeable on hardware and software applications including payroll packages.
-    Performance management experience essential.
-    In-depth knowledge of modern HR training and learning products.

-    Strong presentation, interpersonal and communication skills
-    Mastery of the English language. Knowledge of French would be an added advantage
-    Ability and commitment to work both independently and as a member of a team and set own work plan, meet deadlines and balance competing priorities
-    Strong administrative, organisational and analytical skills
-    Proven experience in policy development, implementation and maintenance
-    High recruitment and selection, reporting and legislation results-based performance management skills
-    Discretion and ability to keep confidential information
-    Developing others and building an effective virtual team
-    Balanced and intuitive decision-making and listening skills
-    Demonstrated ability to anticipate emerging needs and integrate them speedily into priority settings
-    Good understanding of electronic communications and standard office computer software

This is an exciting and peculiar position that involves some regional travel.
